Carlton County Release Meaning
A release from Carlton County custody has two parts. One record shows that the sheriff or another custodian ended physical control at a set time. A second record may show what followed. The person might go home after bond, a dismissal, time served, or sentence completion. The person might instead report to probation, begin supervised release after prison, or move to another jail, state prison, federal custody, immigration custody, or civil commitment.
The Carlton County Jail roster is a current-custody tool. It is not a historic release list. Once an adult leaves the active jail population, the permanent Adult Jail Register Book is the stronger local source. It records an admit date, discharge date, offense, sentence length, and type of discharge. The court keeps the order or case disposition. A supervision office keeps post-release assignment data. Carlton County Release Outcomes
The legal basis determines where a Carlton County released inmate appears next. Bond ends jail custody while the criminal case continues. A full discharge ends the sentence or DOC jurisdiction. Transfer does not mean freedom.

- Another agency becomes the custodian. Read the receiving-agency field, then check that agency’s system.
A person can also finish a criminal sentence yet remain confined through a separate civil commitment at the Minnesota Sex Offender Program in Moose Lake. That is not county jail custody or an added prison term. Public civil court orders and the Department of Human Services process, subject to privacy limits, are the right sources.

Posting Bail Before Carlton Release
Carlton County has a local step that matters before a bond release. The jail directs anyone posting bail to call first and arrange an appointment. The 2026 inmate handbook permits cash or credit card at the facility and allows use of a bond service. Personal checks are not accepted. These rules govern payment, not the final time the door opens.
Payment starts processing. Staff must still verify the court authority and review any other hold. A person held for another county, a supervision authority, or a federal agency may remain confined or be transferred even after the Carlton matter would otherwise allow release. Carlton County Release Record Fields
The permanent Adult Jail Register Book gives a better release history than the hourly roster. Ask for a named record series and specific public fields. That helps Sheriff Records find the data without treating the request as a demand for a broad investigative file. It also preserves the key line between community release and transfer.

The current PDF uses the label “Outdate.” Carlton County does not define that field as the completed release date. It may be planned or administrative. Roster absence is also inconclusive because it can reflect release, transfer, intake lag, a name mismatch, or a regenerated file. The actual discharge entry resolves both issues.
Exact Carlton Release or Transfer Data
Minnesota law makes a precise set of release and transfer facts public arrest data at the originating agency. Under Minn. Stat. §13.82, subdivision 2, a request may seek the date, time, and legal basis of release or transfer, plus the receiving agency. Those fields are far stronger than guessing from the undefined “Outdate” column.
Use plain wording: request the adult jail-register entry for the person, including booking or admit date and time, discharge date and time, type and legal basis of discharge, and any receiving agency. Add the full name and date of birth, which the sheriff’s Services page requests for an individual record. If one field is restricted, ask for all segregable public data and the statute used to withhold the rest.
Requesting Carlton County Release Records

- Identify the person by full name and date of birth. State the relevant custody or date range.
- Ask for the Adult Jail Register Book entry, exact release or transfer time, legal basis, discharge type, and receiving agency.
- Choose inspection if a copy is not needed. Ask for electronic copies and a cost estimate if copies are wanted.
- Compare the result with the court order or the next custodian when the record identifies a transfer.
Inspection of public data is free under §13.03. Up to 100 black-and-white letter or legal pages may cost $0.25 per page. Other charges may reflect permitted search, retrieval, employee time, copying, certification, or electronic transmission costs. Carlton County gives no fixed response-day promise, so the correct expectation is prompt or reasonable access under Chapter 13.

Carlton Release Records and Minnesota Law
Minnesota’s Government Data Practices Act starts with a presumption that government data are public unless another law classifies them otherwise. Section 13.82 supplies the release and transfer fields. Section 13.85 protects some medical, psychological, financial, unrelated personal, safety, security, and investigative information. Agencies may redact protected parts while providing public fields.
Carlton’s retention schedule is unusually useful. The Adult Jail Register Book and the inmate history card filed after discharge are permanent or archival. The local identification file, which includes a mugshot, is retained five years after last contact. The prisoner property envelope is kept two years after release. A retention period says how long a record series is kept. It does not promise that every part is public online.
Expungement generally seals and restricts disclosure. It does not mean every record was destroyed. Remote court results may change after a qualifying order, while authorized agencies may still hold records under the governing law. Juvenile data and sealed or confidential material require separate treatment. Never use an adult roster rule to infer access to a juvenile release record.
Property and Funds at Carlton Release
Property has its own Carlton County paper trail. While a person remains jailed, property can be released only after the inmate submits a property-release form. The recipient must bring photo identification to Door 4 during the listed weekday hours of 8:00 a.m. to 4:00 p.m. The signed prisoner-property envelope records the property and the date and signature when it was returned.
At release, remaining inmate-account funds are first applied to the inmate lien. Any remainder follows the facility’s release procedure. The handbook also says Reliance wallet funds return to commissary at release. None of the reviewed county sources promises “gate money.” The property envelope can support a narrow fact about return of belongings, but it is not the legal release order.
Call the jail before pickup. No official source gives a routine release hour, family waiting area, release door, weekend release schedule, or jail ride. Person-specific logistics must come from staff, especially because the Justice Center sits outside downtown Carlton.
Carlton Release Turnover in Context
A Carlton planning report illustrates why a current-only roster is brief evidence. It reported 1,695 bookings in 2016 and about 1,790 admissions in 2017. More than 850 admissions in that period involved felony charges, and that cohort had an average stay above ten days. These are dated planning figures, not current release totals or a 2026 jail population.
The figures show turnover, not who left today. Carlton County now uses a newer Justice Center, and old planning data should not be used as present operations. For one released inmate, the discharge record remains the reliable unit of proof.

The Minnesota Department of Corrections Locator covers adults committed to the Commissioner who are in prison or released from prison but still under DOC supervision. It does not cover a county-only jail case. Search by first and last name or a complete six-digit MNDOC ID. The name search includes conviction names, name history, and aliases, and newly sentenced records may take several business days to appear.

The research did not verify that every public result shows a “Discharged” label or a “Projected Release Date.” MNDOC’s internal Certified Case Summary does distinguish jail credit, release eligibility, projected release, full-term or expiration date, and time served. Request that record when the public detail is not enough. A fully discharged person may leave the Locator’s jurisdiction-based view even though MNDOC keeps an underlying record.

Carlton County Recent Release Options
No official 24-hour, 48-hour, 72-hour, or released-person feed was located on the county or sheriff site as of July 24, 2026. Carlton publishes a most recent roster instead. It updates hourly, may lag during intake until a booking number is assigned, and offers no stated post-release display period or archive. For a time window, ask Sheriff Records for all public Adult Jail Register discharge entries between exact start and end timestamps.
Minnesota VINE covers county jails and detention facilities. Its jail feeds normally update every 15 or 30 minutes and can send release or transfer alerts. Carlton lists 877-664-8463 and says callers may press 0 for an operator. VINE does not receive MNDOC prison data. Minnesota Haven is the separate state-prison notification program and can provide notice of events such as release, agent assignment, and sentence expiration.
For post-release supervision, Carlton is served by Arrowhead Regional Corrections. The local Court & Field Services office can verify assignment and reporting information within public-data limits. Carlton Release Records Under One Roof
The Carlton County Justice Center was commemorated in 2025. Court administration, probation, sheriff, jail, county attorney, and public defense share the site. This makes a three-record check more practical, but it does not merge the records or the duties of each office.
The court file shows legal authority, including a bond order, dismissal, sentence, probation, revocation, or discharge entry. Sheriff data shows the actual end of physical county custody and whether someone went to another agency. Probation or the DOC supervision record shows community assignment after release. Use the record that answers the question.

The court filters help find legal disposition, but the sheriff still confirms the minute of physical discharge or transfer.
ICE Transfers After Carlton Release
An ICE detainer can turn a nominal county release into another custodial transfer. ICE describes a detainer as a request for notice before release and up to 48 additional hours of custody so the Department of Homeland Security may assume custody. That is not a community release. Ask Carlton Sheriff Records for the receiving agency and legal basis before using an immigration locator.
ICE’s Online Detainee Locator System covers current ICE detention and people released from ICE custody within the prior 60 days. Search with a nine-digit A-number and country of birth, or exact name, date of birth, and country. A not-found result may reflect spelling, age, the limited time window, or data delay. It does not prove there was no transfer.
No official source reviewed established a standing ICE detention contract at Carlton County Jail. Use this path only when the person’s record shows an ICE hold, detainer, receiving agency, or immigration case. A federal pretrial case instead may involve the U.S. Marshals Service. A sentenced federal case belongs in the BOP Locator, where a past release date and “RELEASED” location mean BOP custody ended, not that every other hold or supervision term ended.

Why is the person off the roster? Carlton’s PDF is regenerated each hour and is limited to current entries. The name may be gone due to release, transfer, a file cycle, or an identity issue. Request the permanent discharge entry rather than treating silence as a result.
Carlton Justice Center Release History
The 2025 Justice Center replaced the setting described in older planning work. Its official project summary lists 96 jail beds, a 16-bed regional Justice Involved Females component, and dedicated intake and release space within a 112,276-square-foot building. Those figures describe the new county facility, not MCF–Moose Lake or MSOP.

Carlton County Release Facilities
The county has three distinct custodial or secure-treatment settings. The Carlton County Jail is the local adult jail. MCF–Moose Lake is a state men’s prison operated by MNDOC. MSOP–Moose Lake is a Department of Human Services civil-commitment treatment facility. Their release records cannot be used interchangeably.
